This section contains a summary of the district council rules for heritage listed buildings. When planning work on a listed building, please contact the council for more detailed rules.

 

Horowhenua District

  • Group 1: Buildings that have outstanding national/regional significance

  • Group 2: Buildings that have national/regional significance

  • Maintenance, redecoration, repair, seismic strengthening allowed

  • Avoid or appropriately mitigate anything that could adversely effect, destroy or diminish the heritage values. Avoid demolition or destruction Category 1 buildings, discourage the demolition of Category 2 buildings.

Hutt City District

  • No distinction between heritage categories.

  • Has a heritage fund.

  • Permitted: Any Alteration or repair or modification or maintenance that is not visible from the road, or any minor work that doesn’t need a building consent.

  • Restricted Discretionary: Any other alteration, repair or modification.

  • Discretionary: Demolition or relocation of the building or structures.

Kāpiti Coast District

  • Have a heritage fund.

  • Permitted: Repair and maintenance.

  • Controlled: Alterations for earthquake strengthening – not impact exterior work needs to be consistent with materials, quality and detailing.

  • Restricted Discretionary: Any activity affecting a historic heritage feature, which does not comply with one or more of the permitted or controlled activity standards, Alterations or additions.

  • Discretionary: Relocation, partial demolition, demolition and destruction.

  • Non-compliance: partial demolition, demolition and destruction if Heritage NZ identified 1 or 2, Relocation if Heritage NZ Category 1.

Manawatu District

  • Category A: National or international significance.

  • Category B: Regional or local significance.

  • Permitted: Maintenance and minor repair, partial or complete demolition if to make building safe after accidental fire, earthquake and flooding, earthquake strengthening, minor external alterations if for security.

  • Restricted discretionary: External additions need to retain heritage value and be reversable. Relocation of Category B items to due to threat of natural hazard, heritage enhancement, minimize risk of damage.

  • Discretionary items: External additions or alterations to Category B buildings, relocation on the same site, Seismic strengthening that does not meet the performance standards.

  • Non-compliance: Partial or complete destruction of any Category A buildings, relocation, external additions, or alterations of Category A buildings, anything else not specifically provided for above.

Masterton, Carterton and South Wairarapa District

  • No distinction between heritage categories.

  • Permitted: Maintenance, repair of listed buildings. interior alterations, additions or minor partial demolitions, heritage upgrade works that are not visible from the exterior.

  • Controlled: Heritage upgrade works that are visible from the exterior.

  • Restricted discretionary: New or relocated buildings or structures within the heritage curtilage.

  • Discretionary: exterior Additions, alterations, or partial demolition or where the interior is listed. Relocation, demolition, removal.

Palmerston North City District

  • Category 1: Outstanding cultural heritage and value to the city

  • Category 2: Cultural heritage to the city.

  • Permitted: Maintenance and repair, internal alteration/demolition, invasive or destructive testing to determine its structural strength or for repairs as long as it’s repaired.

  • Controlled: External alteration and additions to Category 2 buildings in a residential zone.

  • Restricted Discretionary: Relocation, external alterations to Category 1 objects and Category 2 not in the residential zone.

  • Discretionary: Total or partial demolition, relocation of Category 1 built heritage.

Porirua City District

  • Historic Heritage A: buildings that have outstanding national or regional significance.

  • Historic Heritage B: buildings with national or regional significance.

  • Permitted: Interior/exterior maintenance, repair and redecoration, Group B internal alteration.

  • Controlled: Restoration of Group A and B buildings.

  • Restricted discretionary: Any alteration or relocation, subdivision, demolition of Group B buildings.

  • Non-compliant: Demolition of Group A buildings.

Rangitīkei District

  • Listed buildings matches Heritage NZ.

  • Permitted: Repair and maintenance, protection and conservation, earthquake strengthening that doesn’t impact exterior.

  • Controlled: Earthquake strengthening at impacts the exterior (restoration or repair maybe required after).

  • Restricted Discretionary: alteration, excavation, modification, subdivision, new building or structure on the site.

  • Discretionary: relocation or demolition.

Ruapehu District

  • Category A: Listed by heritage NZ or of outstanding district significance.

  • Category B: Listed by heritage NZ or of district significance.

  • Category C: Identified but not protected.

  • Interventions need to involve as little as possible loss of heritage values, emphasis on repair and changes made with respect to patina.

  • Considered change allowed with conservation plan and heritage assessments.

  • Alterations, additions and new adjacent buildings need to be done with respect to the buildings heritage values.

Tararua District

  • Category A matches Heritage NZ Category 1, Category B matches Heritage NZ Category 2.

  • Permitted: Minor repairs.

  • Discretionary: Modification. removal, damage or destruction of Category B items, removal or destruction of Category A buildings for community health and safety purposes.

  • Prohibited: Removal, damage or destruction of Category A items, unless otherwhere specified.

Upper Hutt City District

  • Listed buildings.

  • Permitted: Repair and Maintenance to exterior.

  • Controlled: Alterations and additions.

  • Discretionary: Partial or total demolition, destruction or removal.

Wellington City District

  • Nothing additional to the Heritage NZ list, not specific separate list.

  • Permitted: Repair and maintenance, internal additions and alterations.

  • Restricted discretionary: Modifications respect the current heritage values, addition of signs, new buildings, demolition, partial demolition or relocation.

Whanganui District

  • Have a heritage Fund.

  • Class A: High values at an international or national level, is ranked highly in several heritage areas and has high integrity or has very significant values in at least one heritage value.

  • Class B: At a regional or local level, has several high heritage values and/or has good integrity.

  • Class C: There are a few heritage values but have been compromised.

  • Permitted: Minor works and maintenance, Interior structural works associated with earthquake strengthening.

  • Controlled: Internal heritage listing requires conservation report for interior works.

  • Discretionary: Alterations/additions that affect building exterior (appearance or footprint). Interior works for internal heritage buildings where no report is provided. (Restricted Discretionary for Class B items) (Permitted for Class C).

  • Non-compliant: Demolition or relocation, changes to exterior without a conservation plan. (Controlled for Class C).
